They churn out hundreds of thousands of puppies for the pet trade each year, often in shockingly poor conditions, without any inspection or even basic humane standards. Many of these dogs are sold over the Internet to unsuspecting consumers who think they are dealing with small family breeders. The USDA must take action to close this loophole in the Animal Welfare Act regulations.
